Stormwater & Wastewater 20-Year Needs Analyses

Sections 403.9301 and 403.9302, Florida Statutes, (see Chapter 2021-194, Laws of Florida), direct municipalities, counties, and independent special districts that provide a stormwater management system or program, or wastewater management services, to develop a 20-year needs analysis every five years.

For the first cycle of reports, local governments submitted their reports to their respective counties by June 30, 2022. The counties compiled the local reports (including their own) and submitted them to EDR and the secretary of the Department of Environmental Protection by July 31, 2022. EDR published an analysis of the stormwater and wastewater submissions in the 2023 Edition of the Annual Assessments of Florida's Water Resources and Conservation Lands and revised the analysis in the 2024 Edition. The next reporting cycle will begin in 2027.

The 2022 reporting cycle is now complete. Per s. 403.9301 and s. 403.9302, F.S. (Chapter 2024-180, Laws of Florida), EDR has made this data available as a publicly accessible data visualization tool that allows for comparative analyses of key information.

2022 Submission Cycle Instructions and Methodology

The needs analysis templates were provided as EXCEL workbooks, accompanied by text-only PDFs for easy reference. Additionally, EDR developed an optional growth rate schedule to assist local governments in calculating population growth and inflation.

Counties were responsible for compiling submissions from local governments within each county and submitting compiled reports to EDR. Instructions are available here:
