Financial Impact Estimating Conference
S. 100.371, Florida Statutes [pdf] establishes a Financial Impact Estimating Conference (FIEC) to adopt and prepare financial impact statements to accompany any proposed constitutional amendment which is placed on the ballot by citizens' initiative petition.
Materials prepared by the FIEC must show the estimated increase or decrease in any revenues or costs to state and local governments resulting from the proposed initiative. Because the Legislature passed CS/CS/HB 5 during the 2019 Session and it is has now been signed into law (see CHAPTER 2019-64), the FIEC will also be considering the estimated economic impact on the economy and the overall impact to the state budget. The first amendment subject to this new review process is “Provide Medicaid Coverage to Eligible Low-Income Adults (18-16).”
