Financial Impact Estimating Conference

S. 100.371, Florida Statutes [pdf] establishes a Financial Impact Estimating Conference (FIEC) to adopt and prepare financial impact statements to accompany any proposed constitutional amendment which is placed on the ballot by citizens' initiative petition.
Materials prepared by the FIEC must show the estimated increase or decrease in any revenues or costs to state and local governments and the overall impact to the state budget resulting from the proposed initiative. The Legislature passed CS/CS/HB 5 during the 2019 Session (see Chapter 2019-64,L.O.F.), which required the FIEC also to consider the estimated economic impact on the economy. The requirement for the FIEC to estimate the economic impact on the economy was repealed by the Legislature in CS/CS/CS/SB 1794 during the 2020 Session (see Chapter 2020-15, L.O.F.). The first amendment subject to this revised review process is "Adult Use of Marijuana (19-11)."
