Financial Impact Estimating Conference

S. 100.371, Florida Statutes [pdf] establishes a Financial Impact Estimating Conference (FIEC) to adopt and prepare financial impact statements to accompany any proposed constitutional amendment which is placed on the ballot by citizens' initiative petition. In 2019, the Legislature required the FIEC to include the estimated economic impact on the economy, in addition to the overall impact on the state budget (Chapter 2019-64, L.O.F.). However, in 2020, the requirement to include the estimated the economic impact on the economy was repealed (Chapter 2020-15, L.O.F.). Today, materials prepared by the FIEC must show the estimated increase or decrease in any revenues or costs to state and local governments, as well as the overall impact to the state budget resulting from the proposed initiative.
